The three tests

- Will be available for at least 140 nights in the next 12 months.
The Valuation Office Agency (VOA) decides, not the council, and may ask for evidence such as booking records. If your property doesn't qualify, it stays on council tax, and many councils now charge up to double council tax on second homes.
